Charles was born in 1864. He was the son of Edward Heaton-Ellis and Louisa Kingscote.
He was educated at Harrow School, Harrow, London and at Trinity College, Cambridge University, Cambridge, Cambridgeshire, England.
He was commissioned in 1885, in the service of the 4th Battalion, Bedfordshire Regiment. He gained the rank of Honorary Lieutenant-Colonel in the The Bedfordshire Regiment.
He married Marion Pringle McCarthy (daughter of Herbert T. S. McCarthy) on 31 October 1888.
Charles and Marion had 4 children.
Census Date 31 March 1901: Living with his wife and four daughters in Wyddial, Hertfordshire, England. Aged 36. Also in the household were two visitors and 8 servants.

He fought in the Boer War between 1899 and 1902. He gained the rank of Major in the Bedfordshire Regiment.
Charles fought in the First World War between 1914 and 1918, with the Admiralty.
He was appointed Commander, Order of the British Empire (C.B.E.) in 1919, was a Justice of the Peace (J.P.) and held the office of Deputy Lieutenant (D.L.).
He was appointed Knight Bachelor in 1926.
His wife Marion passed away in 1935 and he married, secondly, Margaret McCulloch (daughter of Robert Campbell McCulloch) on 22 December 1936.
He passed away in 1945 at the age of 81.[1]
