Arthur (Woodward) Bell was born in Plaistow, Essex, England.

Arthur was born to John and Margaret in 1869 in Plaistow, Essex, registered as John Arthur Woodward. ^[1] John and Margaret were not married, and shortly after the birth Margaret went back to County Durham where she had been born. In 1871 Margaret was living at 111 Church Street Sunderland with three children. ^[2]
