Re: 1851 census, inmates doesn't always mean confined to a place such as a jail or some other sort of institution, the broader definition means a person who lives in a specific place.
Back in the 1600s, it meant someone who lived in a place owned or rented by someone else. They could be a room mate, or anyone else. They could be a family member or hired help of some sort.
