Richard Harrison Jackson was born in 1866. He graduated from the Annapolis Navy Academy, USN. He was eventually promoted to four-star admiral in the United States Navy. He was commissioned ensign by special act of Congress for his heroism during the 1889 Apia cyclone. He served as commander in chief of the Battle Fleet in 1926. He passed away in 1971 at the age of 105.
